1. BOP law: their own policy states the prices the BOP commissary charges prisoners will only be a 25% mark up on each item sold to prisoners.

2. Many prisoners within the BOP are indigent as are their families. The BOP takes full advantage of these prisoners by not providing enough sanitary or health items; absolutely necessary for prisoners to properly take care of themselves, health wise.

3. These prisoners are forced to work in the privately owned sweatshops UNICOR operated by BOP employees to secure the health items each prisoner desperately needs. The pay is a mere 25 to 50 cents per hours, which the BOP confiscates half of; if the prisoner should owe a fine. Review The BOP Sweatshops UNICOR.

4. As a high percentage of prisoners are indigent and have been assessed unreasonable finds by corrupt Federal judges; if a prisoner does not work at UNICOR, and only makes $4.00 a month working at the prison, the BOP will force the family to pay up to $300.00 a month, to the BOP; or punish the prisoner. Of course the BOP calls this punishment: “Removing Prisoner Privileges”.

5. The BOP may revoke all use of the telephone; or revoke all commissary purchases, so a prisoner cannot purchase the needed items the BOP refuses to provide. In the case of Yazoo Prison, a few months ago, the food was so horrible and food poisoning very prevalent; that prisoners; if they could afford it; bought their own food at the commissary. When families could not afford to pay the BOP demanded fine repayments, those inmates just suffered with the disgusting food and food poisoning. 6. Even though all case law reviewed reflects the BOP cannot force poor inmates and their families to repay fines while they are in prison; or inflict extra punishment if they cannot afford to pay; the BOP does it anyway. Total Lawless Authority, which is everywhere anyone looks within the BOP.

7. Items the BOP sells through its commissaries are marked up much more than the 25% prescribed by BOP law.

8. When this writer purchased toothbrushes at Coleman Prison in Florida for $1.10 each; the toothbrushes were stamped “Free” not to be sold to the public.

9. The BOP charges between $30 - $40 for a Timex watch. This writer was shown 2 responses from Timex watch distributors. Prisoners had sent their Timex watches (which were guaranteed) out for repair. The responses were exactly the same.

10. A bathrobe at Yazoo prison costs $10.00 more than the same one at Coleman Prison.

11. As of early 2004, a BOP prison in Oklahoma was charging $.90 for a pack of cigarettes; while at Yazoo a pack of cigarettes ranges from a low of $2.35 to a high of well over $3.00. There is no tax on the cigarettes sold at the BOP commissary and there are no tax stamps on any packages of cigarettes.

12. If the BOP is charging 90 cents for a pack of cigarettes in Oklahoma, they cannot be paying anymore than 55 cents a pack. As a pack of cigarettes at Yazoo prison at their lowest price; is $2.35 a pack; that would be about a 400% mark up. What happened to the BOP law that states; the maximum is a 25% mark up. There are one hundred more examples that could be given.

13. In the almost 4 years Kimball has spent in prison; the telephone rates per minute that prisoners or their families have to pay; have increased 3 times. However, the telephone rates to the public have decreased immensely. As of July 1, 2004 the BOP announced their per minute rate is going “up” again. They are charging for direct pre-numbered accounts $.23 per minute, while the same pre-numbered account, (calling cards) cost as low as $.02 per minute to the public.
