25. Charles Suggs, #38842-018

Kimball was a prisoner at Coleman/Low Federal prison in Coleman, Florida between December 1999 and January 2001.

Kimball made an accounting; personally took statements; reviewed records of selected prisoners that were picked to be medically tortured; some paralyzed while others died.

Kimball and his associates hold the documents of these events. This was such an accounting.

Note: While Kimball was at Coleman/Low Federal Prison the BOP had appointed two people as medical doctors; Dr. Davila and Dr. Blanco De Leon along with 4 Physician Assistants (PA's). None of the BOP medical doctors or PAs were licensed to practice medicine in any state within the United States.

Suggs has a nerve problem in his brain, heart problems and knee problems. The only qualified M.D. to perform the brain operation is in Tampa at St. Joseph’s Hospital. Medical will not schedule the operation for him.

He has fluid on his knee and cannot walk so is in a wheelchair and medical has not fixed this problem either.

He has a serious heart condition, which he takes a very strong medication for. The medication puts him into a sound sleep for up to 4 hours. He takes his heart medication in the morning so he can sleep and get up for the 4:00 p.m. stand up count every day at Coleman. Every inmate at Coleman must stand up and be counted at 4:00 p.m. daily. In the past, medical changed his time to receive his heart medication to 3:15 p.m. in the afternoon, and he slept through the stand up count and was punished and put in solitary confinement.

After being put into solitary medical changed his time to receive his heart medicine back to the morning.

As of today, May 8, 2001, medical has changed his time to receive his medication back to 3:15 p.m. even though he protested. He believes the same thing will happen again.

The problem in his brain that requires an operation causes Suggs to pass out every time the fire alarm goes off in his housing unit. Prior to Coleman, Mr. Suggs had a radio microphone headset to prevent him from blacking out. Coleman refused to allow him to use his headset and said they would provide him with one. Coleman, in seven months, has not provided him with one and Mr. Suggs keeps blacking out.
