The Names Of A Very Few Known People Involved In The
Operation Of These Torture And Death Camps
And The People That Condone Them.

The names of the people directly involved in the running of Coleman/Low Federal Torture and Death Camp while Kimball was present; and their involvement are as follows:

• BOP Regional Director R. E. Holt in Atlanta, Georgia. Directly after the September 11, 2001 attack, Mr. Holt apparently issued the orders to place selected innocent foreign prisoners in the holes of all the prisons under his control and torture them. Mr. Holt was absolutely involved in the retaliation of selected prisoners at his discretion. Mr. Holt is in charge of all the operations of torture and death camps in the Southeast Region of the United States as they operate under his direct control currently.

Mr. Michael Cooksey, Assistant BOP Director is over Mr. Holt, as is current BOP Director Harley G. Lappin. What is known, is that the BOP on a nationwide scale selected U.S. citizens of foreign decent, and unjustifiably placed these inmates in BOP holes across the United States, and tortured them to varying degrees and extents.

Attorney General Ashcroft Is Directly Over ALL
BOP Operations

• In order to accomplish this large feat, it is fair to assume that the past director of the BOP, Katherine Hawk Sawyer was involved in this plot.
• It is also fair to assume as this feat was conducted swiftly and on a large scale; that Attorney General Ashcroft was directly involved as his office is directly over these operations of the BOP.

One must note however, that Attorney General Ashcroft was the number one person to appear on television, touting the US Government will notretaliate against any foreign U.S. citizens as was done during World War II. At the time Attorney General Ashcroft was making such statements to Americans across the United States, his Bureau of Prisons had already done what Mr. Ashcroft promised all Americans, would not be done; selected foreign US citizens were placed in holes across the US and tortured.

The torture that was inflicted against these US citizens was both physical and mental and consisted of beatings, secluded confinement without lights, death threats. US citizen inmates were told by the BOP they were going to be gassed in their cells, the way the Nazi's did in WWII. These inmates were told to sign papers they were not allowed to read, under the threat of death if they would not sign them.

Those inmates, such as this writer that reported the torture of the foreign US citizen inmates, were retaliated upon swiftly and unmercifully, to include attempted murder by the BOP.

When members of the legislature were notified of the torture of these foreign citizens began to subside, but not stop until months later.

When an investigation was requested by Senator Grassley to the Office of the Inspector General (OIG), which is the investigative branch of the Department of Justice; also under Attorney General Ashcroft, this writer (Kimball) was contacted by investigators as Kimball held an abundance of documented evidence. However, Kimball did not release "all" the evidence he held, as he was warned that the OIG was part of the U.S. Justice Department as was the BOP and if people in high places were involved the investigation would be a farce and covered up. Although Kimball didNOT provide the OIG with very important affidavits and documentation he and his associates held; Kimball gave enough information to two OIG agents, Steve Hunter and Greg Lowther to indict a number of people at Coleman/Low prison to include Warden Swopeand R. E. Holt in Atlanta for issuing such orders. Captain Evans, Lt. Lewis, Lt. Rogers, Officer Keesler, Officer Carlson and others for inflicting the torture and retaliation. Also Counselor Upchurch and Unit Manager Vasquez for condoning such retaliation.

A few months later Kimball was informed that the OIG investigation had to be stopped and whitewashed, because it was leading to a very important person in Washington, D.C.

Gee: Kimball wonders who that was???? Who is over the Department of Justice; the BOP and the OIG? All "fingers" point to Attorney General Ashcroft????

You Guess - I Know!

• Warden Swope of Coleman Low prison issued the orders at Coleman Low that placed the foreign U.S. citizen prisoners in the hole to receive their torture.
• Captain Evans of Coleman Low Prison was directly involved in carrying out the orders of Warden Swope and the torture of those prisoners after they were placed in the hole at Coleman Low (CL). Captain Evans was directly involved in a good deal of torture at Coleman Low and instigated continual torture of prisoners.

Kimball kept records of many inhumane acts perpetrated against prisoners by Captain Evans at CL. On one occasion Captain Evans unjustifiably took a prisoner and placed him in a medical holding cell clad only in his underwear. The temperature in the holding cell could not have been above 65 degrees. Captain Evans kept this prisoner there for 3 days forcing him to defecate in a small bowl, as there was no toilet or shower facilities in the holding cell.

After 3 days this prisoner was let out and brought to Captain Evans' office and told by Evans that he, Captain Evans knew he was bringing drugs in through visitation. There was not a shred of truth in Captain Evans' accusation, nor was any drugs found in the prisoner's stool.

It was later suggested by BOP personnel that the real reason this young prisoner was placed into inhumane conditions by Captain Evans and an Officer Ratcliff was because, the inmate was black and his wife was white and both Captain Evans and the officer in charge of visitation, Officer Ratcliff, detested that fact.

The atrocities by Captain Evans never stopped the entire time Kimball was at Coleman Low.

• Officer Ratcliff at Coleman Low would at the request of his superiors, or on his own fabricated charges against prisoners he, or his superiors didn't like

Officer Ratcliff who was in charge of visitation, made it clear his distaste for the families that visited prisoners at CL. On Father's Day he made a crystal clear statement to a group of prisoners waiting to get into the visiting room. Ratcliff blatantly stated to the group of prisoners "I cannot understand why any of these families come here to visit on Father's Day; they should be home with their families." What this demented officer could not realize, is that the wives and children were coming to Coleman so the family (children) would be together with their father on Father's Day.

Fabricated charges were brought against prisoners by Officer Ratcliff, Captain Evans and others at Coleman are depicted under the Declaration of James T. Kimball located at the top of this page and under Victims James T. Kimball.

• Officer Keesler at CL took part in the torture and fabrications of false charges against inmates at Coleman Low. His acts will be posted the same as #6.
• Officer Carlson at CLtook part in the torture of prisoners in the hole on a continual basis.
• Lt. Lewis of Coleman Low who was in charge of the hole at CL later promoted to the equivalent of a judge at CL ordered the torture of prisoners in the hole which included attempted murder.

The persons involved in the medical torture and needless deaths at CL are as follows:

1. HSA Ms. Silverberg
2. Dr. Davila - a non-state licensed, non-state board certified alleged medical doctor employed by the BOP
3. Dr. Blanco De Leon - a non-state licensed, non-state board certified alleged medical doctor employed by the BOP
4. Physician assistant (PA) Urriste - non-state licensed PA employed by the BOP
5. PA Ravindram - a non-state licensed PA employed by the BOP
6. The assistant Health Service Administrator HSA from 2001-2002 identity currently unknown, PAs, alleged dentists and medical assistants from 2001-2002. (Their identities will be posted as received.)

Summary of Coleman Low Federal Torture and Death Camp

The majority of employees at CL would blatantly lie and participate with fabricating false charges while torturing prisoners at CL. The ones that did not participate, would go along with what they were ordered to do, even though they knew what they were doing was in violation of the law; cruel and unusual punishment, for fear of losing their jobs.

Some of the ones that participated included Warden Killian, Unit Manager Vasquez, Counselor Upchurch and the Assistant Warden at Coleman Low from 2001-2002.

Covering up the needless deaths of the inmates at Coleman Low from 2001-2002 was Warden Swope, HSA Ms. Silverberg and the Catholic priest who gave service there from 2001-2002; identity presently unknown. Yazoo Low Federal Torture and Death Camp

• R. E. Holt again is the strong arm overseeing the operations at Yazoo Prison (YL).
• Warden Pettiford is the current warden at CL while the Assistant Wardens are A.W. Mitchell and A. W. Fisher.
• After almost 2 years Kimball has been unable to absolutely confirm exactly who runs the Federal torture and death camp in Yazoo Mississippi on a day to day basis.

There is no question in Kimball's mind that Regional Director R. E. Holt controls the operations of Yazoo Low Prison (YL). Although Warden Pettiford appears to make some decisions as would both Assistant Wardens, the YP facility appears to be run on a daily basis under the control of O. D. Holland, head of UNICOR. UNICOR is the US Government's condoned sweat shop, paying inmates across the country approximately 15 cents to 50 cents per hour to work up to 12 hours a day, 5-7 days a week.

No one seems to be able to find out who owns the multitude of sweatshops operating at BOP facilities across the United States.
