Texarkana Torture Prison
1. Texarkana is a very old prison. Or if not, certainly appears to be one. This article was written by Kimball on 3/23/05 a month after his arrival at Texarkana Prison in Texarkana, Texas.

2. Kimball has been in two other low facility prisons Coleman Low in Coleman, Florida and Yazoo Disciplinary Low in Yazoo, Mississippi. In addition, Kimball has spoken and taken interviews from thousands of prisoners that have been at the highest security federal prisons, all the way down to the minimum security federal facilities; called federal prison camps . 3. In the thousands of interviews and first hand accountings, Kimball has witnessed in his almost 5 years in prison; it appears the only facilities that the Bureau of Prisons (BOP), treats its prisoners with any humanity at all is in the minimum security prison camps. And there are not very many compared to the torture and death camps across the U.S. Maybe?? 5% of the BOP prisoners are fortunate enough to be in BOP camps. Although not all BOP prison camps treat prisoners humanely. Kimball was advised that the few prisoners at Texarkana’s prison camp must live in non-air conditioned barracks, and toil in the fields growing vegetables in the extreme heat in Texas 8 hours a day for 15 cents an hour. As Kimball can see the camp’s barracks from Texarkana’s alleged low security prison; he can see no air conditioners. Kimball also can see, the vast acres of land these prisoners are forced to work in; at less than slave labor wages in the scalding summer heat. So Kimball most assuredly believes the prisoners from the prison camp that advised him of the above facts. 4. As for Texarkana’s low facility prison in which Kimball is in; for the most part it is a “horror story” from start to finish. A conservative estimate is that Texarkana prison houses well over 100% more prisoners than it was built to house to begin with. It clearly appears Texarkana is operating in violation of a multitude of laws and human rights. However; the BOP motto as set forth on this website: BOP violates the laws of the land

As an example : according to the law it appears a Federal prisoner is to be housed in an area of 60 square feet and be allowed 60 square feet to move around in where he sleeps. This constitutes an area of 10’ X 6’ for a prisoner to sleep in. Of course within this 60 square feet (10’ X 6’) there is a bunk bed that is 3’ X 7’ which takes up 21 square feet; a chair 2’ X 2’ which takes up 4 square feet; a locker 2 ½’ X 2 ½’ which is 5 square feet; and a small desk 1’ X 2’ taking up 2 square feet. Of course, two prisoners not one share this 60 feet in every room. 6. That adds up to 32 square feet taken up by the bed, locker, desk and chair and we won’t count the area for the waste paper basket 1’ X 2’, or the area of 1’ X 3’ taken up by a heating radiator in sleeping cubes at Texarkana. That leaves an area of 4’ x 7’ for 2 prisoners to do the following:

The area selectively given each inmate at Texarkana is Two square feet: to sit in, eat in, or to get dressed in 7. Texarkana Federal torture prison has cells/cubes that measure 6’ X 9’ for 3 prisoners. In these cells given to selected prisoners there is a triple bunk bed, 3 half lockers, 2 chairs, 1 toilet, 1 sink and a waste basket. This leaves about 2 square feet per prisoner to move to write a letter, to eat or to get dressed or play cards Animals
8. Prisoners in the general population in Texarkana live in the cells described above; however they can leave their 2 foot square area and go to eat at the cafeteria; go to recreation or the library, and are not forced to stay in their unlawful 2’ square area, 7 days a week 23 hours a day. 9. However, if a prisoner that is put in the hole in Texarkana, just for investigation; or some officer doesn’t like a prisoner’s face; the prisoner will be placed in one of these inhumane unlawful cells with a 2’ movable area for each inmate and they will stay in that cell 23 hours a day; seven days a week, and will not be allowed to leave their cells even for meals. Many prisoners are kept in the hole 90 days.
10. The cells that are triple bunked in this 6’ X 9’ foot area are so cramped that the person on the bottom bunk cannot sit on the bottom bunk as his head will hit the middle bunk above him. Worse: The toilet is placed less than 1 foot from the lower bunk bed. When an inmate stands up to urinate, the urine splashes on the lower bunk, and when the toilet is flushed there is so much water pressure that at times the toilet water, from flushing, splashes on the lower bunk. Notwithstanding, if an inmate is sleeping facing the end of the bed where the toilet is, because the heater at the other end of the bed is unbearably hot; he has to face other inmates going to the bathroom less than one foot from his head. 11. Kimball was forced : to sleep in one of those cells on the lower bunk for over a week when he first arrived at Texarkana. Not only that; Kimball had to step “over” the toilet to get in and out of his cell, falling one time. Sardines: is what many of the prisoners are treated as at Texarkana Prison , and most other prisons; however Texarkana is the very worst overcrowding Kimball has ever witnessed first hand.

Deliberate Harassment To Infuriate Prisoners At Texarkana
WAIT A MINUTE: There are 5 other entrances into the main building from the same sidewalk. Why: would the BOP “force” 1,000 prisoners or more at a time, going 2 ways, on one 7’ sidewalk, 200’ long; though a 3’ door; allowing only 10 minutes to accomplish this “infiltration course disaster” , when there are 5 other entrances into the same housing unit building for prisoners to enter and exit? Does that make any sense???????? Of course it does: if the BOP’s goal is forcing prisoners to become frustrated by pushing , shoving, bumping , stepping on people , and treating prisoners inhumanely ; the BOP has certainly accomplished its task. And has done an excellent job.

(12) Unlike Coleman and Yazoo punishment low, Texarkana offers very little to keep inmates busy and not be seriously depressed by their sardine environment. The majority of the housing units housing hundreds of prisoners in miniature cage-like environment, do not even offer the prisoners even one table to write on; or to play cards on; or any other games. Coleman and Yazoo have card and game rooms and tables in every housing unit area. The TV rooms in the housing units at Texarkana for the most part cannot even accommodate one half the prisoners in their unit. While at Yazoo and Coleman the TV rooms could accommodate all the prisoners in each housing unit. Wait a minute: STOP: Pic of a cop or SS Nazi with his hand telling you to stop A. As I was writing this on Sunday, March 27, 2005 at 12:55 P.M. a harsh voice came over the loudspeaker throughout Texarkana Prison yelling! Inmate move – quick move!! Does that man that a thousand or more inmates start running into each other to get in and out of their housing units?? Or just push and shove their way in and out of their units through the 3’ doorway?? – Like they always do. It’s always interesting to watch the handicapped prisoners and wheelchair prisoners battle their way through the 3’ doorway. It seems a higher degree of torture for them. (13) As I was saying Texarkana torture prison offers far less for prisoners to do than any low prison I have been in or heard about in almost 5 years in federal prison. Texarkana offers half, or less the available activities of Coleman Low Prison per prisoner. I was advised that Texarkana closed down a very large activity area where card rooms were present, a leisure area and an area for movies to be shown. That area called K unit now, is filled with steel bunk beds, and is by far the worst unit in this horror prison (in my opinion). I was told by many prisoners that not long ago prisoners were being housed in a basketball area.
(14) Unlike Coleman and Yazoo the outside walls the public can see, windows, etc.; of the housing units are kept up painted and cleaned. While at Texarkana their inside walls, windows, etc.; of the housing units and other buildings are deplorable and a disgrace . The walls are filthy, paint peeling off, rust everywhere running down the walls from the windows, some of which are broken with cardboard stuck where the glass was. Some of the newer modular buildings have rotted out molding with the outside walls bowing due to lack of maintenance and failure to fill gaps between the outside wall panels. (15) Well I could go on and on – and on – about the horrible conditions at Texarkana; but I think you the reader will get the message put forth herein. Good Staff-Bad Staff at Texarkana (16) The staff at Texarkana is only 30% arrogant and demeaning to prisoners; while at Coleman 90% of staff were. At Yazoo, however 90% of staff treated prisoners decently except for their medical department. So Texarkana is better than Coleman but worse than Yazoo staff wise.
B. The warden at Texarkana; Warden Justice (is an appropriate name for a warden) appears to be much like Warden Reese at Yazoo; although Warden Justice does not intentionally go out of his way to intermingle with prisoners as Ms. Reese does. Kimball has only seen one Lieutenant that was arrogant and demeaning at Texarkana. He was improving in Kimball’s short four month stay at Texarkana, so his name will not be mentioned.

Ms. Anthony said : you have never been recommended for a prison camp. Kimball said : You’re incorrect, I have been put in for a camp twice by the warden at Yazoo, and RE Holt stopped the transfers. Ms. Anthony stated : Are you calling me a liar? Kimball thought : If he called her a liar, which of course she was, then Kimball is going straight to the hole. Which of course, is exactly what Witch Anthony wants Kimball to do. Kimball said: I think you are mistaken; in fact I know you are. Ms. Anthony replied again: Are you calling me a liar? Kimball replied: I’ll be glad to bring you the two recommendations for transfers by Warden Pettiford.
Same pic of black witch Ms. Anthony finally: looked in Kimball’s records, she had on the conference table, “right in front of her” and whimpered: after screaming; it appears you were put in for camp transfer twice. However, I can’t remove your management variable; nor will I recommend it. Well, Kimball knew that was another lie because, a case manager had removed Kimball’s management variable, on his last recommendation for camp; and RE Holt put it right back on. Kimball and CLC has the written proof of the removal of the management variable by the case management. And, Mr. Holt’s letter stating he put the management variable back on.What will happen to Ms. Anthony
(2). Case Manager Strong: was a duplicate of Ms. Anthony in every respect: Totally demented!!! A pathological liar amongst deliberately holding and sending legal mail back. (3). Counselor Mrs. Rose: in most cases was too busy on the telephone, ( which of course was her job) to speak to any prisoners. However, she was never too busy at lunch time to lock her door with her boyfriend (soon to be and alleged husband), having lunch and whatever! Counselor Rose told Kimball upon his arrival at Texarkana, he will be spending the next seven years at Texarkana. So much for Counselor Rose. She was not as bad as Ms. Anthony and S. Strong. (4). Counselor Chiles: Was an arrogant counselor who had a habit of intimidating and lying to prisoners. He did his best to get Kimball to throw away all his legal documents or send them home by stating there was no room. When in fact his unit had at least ten or more law lockers for documents, that were vacant. However, those above were the only real bad ones, that were worth mentioning out of the many BOP employees at Texarkana, with one exception: a female officer that was obnoxious and needed serious psychotherapy. She hated men and she showed it. She should have been placed in a women’s prison. CLC won’t mention her name; Texarkana knows who she is. (5). Administrator for Texarkana prison Mr. Mulisnic: this well dressed; always prim and proper looking, well mannered man, is destined for bigger and better things; such as BOP Regional Director or higher; or even a politician. In the conversations Kimball had with Administrator Mulisnic, the following observations were made by Kimball. Mr. Mulisnic spoke around any questions asked him, similar to many politicians. Ask him a direct question, get an indirect answer. Mr. Mulisnic always replies to the questions; rarely answering any. He’ll be nice to your face, but you better beware of a sharp knife in the back at anytime. (6). An example of many; by Mr. Mulisnic: approximately three weeks before Kimball was transferred from Texarkana prison to Jesup prison camp in Georgia; Counselor Rose told Kimball he was being transferred and he would like where he was going. Kimball believed that the BOP finally was providing what he was entitled to a few years earlier; transfer to a prison camp near his home-either Jesup or Pensacola. Kimball asked Counselor Rose and Case Manager Strong where he was being transferred to. Both refused to tell Kimball where he was being transferred to.

Those were very strange answers: Every prisoner Kimball knew that was transferred from a low security prison to a prison camp; ( and Kimball knew hundreds); were told weeks in advance, exactly what day they would be leaving; given a furlough and placed on a Greyhound bus to the prison camp. Kimball wasn’t being told anything: very strange indeed.
(8). Administrator Mulisnic approached Kimball approximately seven days before Kimball was transferred as said: I hear you are leaving us- Kimball replied; That’s what I’ve been told-Do you mind telling me where and when??? Mulisnic replied: be patient, just be patient!! There is no question Mulisnic knew exactly where Kimball was going; when he was going, and how Kimball was being transported. As his administrative department has to process everything; to include the method of transportation for Kimball that is recommended by his Unit Manager Anthony and Case Manager Strong.

Of Course They Do!!!!!! (9). Kimball quickly found out once he left Texarkana what the trio of Mulisnic, Anthony, and Strong had in store for Kimball in the form of retaliation. Of course retaliation is against the law. Congress had passed a law strictly forbidding retaliation. We all know by now, laws don’t apply to government employees. They only apply to hard working honest citizens. The trio had come up with “diesel therapy” for retaliation, and to remember Texarkana by. “Diesel therapy” is another law congress passed that forbids government employees from doing.

(10). Diesel Therapy even though expressly illegal; is alive and well within the government agencies such as US Marshall Service, FBI, Bureau of Prisons (BOP) and popular with many Federal Prosecutors and Judges; Diesel therapy is when a prisoner is either coded by a special number in his or her records. Or non-traceable messages, mostly e-mails requesting harsh treatment and prolonged routing of a prisoner in custody. (11). In the BOP for example dieseling would be; a targeted prisoner is being transferred from one prison to another 800 miles away. The fastest route available might be a prison jet in its weekly flights always lands at an airport 60 miles from the prisoners destination prison. The fastest way in which most prisoners travel from one prison to another; is the BOP buses the prisoner to the nearest airport that transports prisoners. A US Marshall; controlled jet airliner takes the prisoner to an airport near the prison the prisoner is being transferred to. BOP buses are waiting to take the prisoner to the new prison he or she has been assigned. This transfer is usually fast, and all comes about within a day or two. (12). However, not for the special prisoner the BOP targets for added punishment. These targeted prisoners are given a long route, sometimes weeks; sometimes months; to arrive at a prison destination 800 miles away. And in the process, messages are received by the hosting prisons in route, to treat the prisoner harshly and delay departures. Example of a normal prisoner-not targeted for dieseling: A prisoner is being transferred from a Dallas , TX area prison to a Tampa, FL area prison. The BOP has weekly flights to hosting area airports such as Oklahoma City and Tampa Airport. A BOP bus would pick up the prisoner at the Dallas area prison; bus the prisoner to Oklahoma Airport where the BOP has a prison called a (holdover). If the bus arrived at Oklahoma early enough to catch the plane to Tampa, the prisoner would be at the Tampa area prison same day. If not, the prisoner might have to stay at the Oklahoma holdover prison for a short time ( usually between one and five days). (13). A targeted prisoner would not be routed in such a manner. A targeted prisoner might be routed to be picked up in the Dallas area prison and then put in the hole one or more days. Then another BOP bus would pick up the prisoner, and take the prisoner to yet another prison before the prisoner got to Oklahoma. If the prisoner was lucky the next BOP bus would take him out of the hole and drop him at the Oklahoma holdover. Because this prisoner is one of the many targeted; he will stay at the Oklahoma holdover from one to six weeks. This targeted prisoner then may be flown to Atlanta holdover, (which is deplorable and inhumane) and again held from one to six weeks. This same targeted prisoner may again be flown to the Tallahassee holdover where he will be held between one to six weeks until a BOP bus picks him up to take him to the Tampa area prison. The whole prison transfer, for the targeted prisoner, could take four months and even longer.

(14). A great majority of these targeted prisoners are prisoners that the BOP; prosecutors; and federal judges don’t like for personal reasons. The targeted prisoner may have one or more suits against the BOP for employee atrocities. Or, even a prosecutor or federal judge. A prisoner can only file a suit for medical neglect, or prisoner abuse at the court nearest the prison he or she is in. By transferring and dieseling the prisoner during a suit, the prisoner may miss filings with the court. May loose an attorney as he may have to find another attorney and transfer his case to the new state he is being transferred to. If the case is not transferred; the prisoner looses personal touch with his local attorney that visited him. Most law suits fall apart with enough dieseling and the Bop, prosecutors and judges know it. (15). Dieseling is a hardship upon each family member. Most cannot visit because of distance and the BOP makes sure each telephone call hurts the family pocketbook. A 15 minute telephone call from a holdover prison, local or otherwise; costs the prisoner family an average of nearly $9.00 per call. A prisoner calling once a day to his loved ones, will cost the family member $270.00 per month. (16). In addition; the food at the holdovers, is for the most part, “deplorable”. Any meaningful medical services is equally as bad and any exercise area is a farce at the best. A law library is another farce. Plus these targeted prisoner will for the most part be treated harshly by staff. ????? What did they do to Kimball????
(17). At 7:00 a.m. on May 26, 2005 Texarkana prison told Kimball he was leaving immediately; and again, Kimball was refused his destination by all staff. Kimball was put on a bus and taken to Saegorville Prison outside of Dallas, TX. When he arrived at Saegorville; prison officials refused to provide Kimball his medication that was put on board in Texarkana. Also, the officer there took away Kimball’s lunch/ dinner they gave him before he had a chance to eat it. Kimball was put into a hole cell, while guards refused to allow Kimball a towel, wash cloth, tooth brush, tooth paste, or to take a shower. (please be informed that a prisoner in BOP transit is allowed “no” personal possessions at all). ( not a toothbrush, nor even a pencil). (18). The next morning without washing, or being able to brush his teeth; Kimball was picked up and transported most of the day, ending up in Oklahoma holdover prison. Kimball was immediately informed by officials at Oklahoma that his final destination was Jesup Prison Camp; but it may take him a long time to get there. Gee!! I wonder why??? “Now” Kimball knew what the corrupt trio did. (19). A prisoner, that is “not” going to a camp, but being transferred to a low, medium, or high security prison; is put in hand and feet shackles, placed in a BOP steel barred bus; then taken in shackles and put on a plane. However “not” prisoners being transferred to a camp. In fact! BOP policy states that camp prisoners are “not” to be placed with, or around, any low-medium or high security prisoner. We already know some BOP employees don’t obey even “their” laws. (20). It clearly appears: That the trio of Administrator Mulisnic; Unit Manager Ms. Anthony; Case Manager Strong; and who knows how many others, came up with “their” perfect plan to get back at Kimball for criticizing Texarkana and some of their employees for acting unlawfully.

BOP Employee: Kimball knows, if he is going to a camp; he will be told what camp, where, when he is leaving; given a furlough and put on a Greyhound bus. Kimball also knows if he is being transferred to another “low” prison he will “not” be told where he is going, or when he will leave Texarkana; and that he will be sent on a bus in shackles; transported by the BOP and US Marshals. If we tell Kimball he is going to a camp, and we are providing BOP transportation for him, with low, med., and high security prisoners; Kimball will make a stink about it, and we could be in trouble. Probably we won’t get in trouble; as we can pretty well do anything we want. Policy and law be dammed. To play it safe, and give him a little dieseling as a good bye present from us at Texarkana; if we don’t tell him where he is going; Kimball will believe he is going to his fourth low security prison, and expect BOP transportation; shackles and all. No problems! Is that approach agreeable by all. (everyone agrees) Great! Now you people take care of the dieseling route the BOP is to provide, and I’ll take care of the rest. And I’ll make sure no staff member tells Kimball where he is going. Done deal!!!!!! Kimball firmly believes there is a 99.9% chance, a conversation very similar to that took place, amongst the trio and possibly other Texarkana employees. (22). After learning he was going to Jesup prison camp in Jesup, GA,(the nearest camp to his home) he knew the order for his transfer did not originate at Texarkana, It didn’t come from the Regional Southwest BOP manager in Texas, as Texarkana refused to recommend a transfer, and the region refused Kimball’s direct request. And it most assuredly did not originate from Mr. RE Holt, Southeastern BOP Regional Manager; as he had been retaliating against Kimball for years; and finally threw Kimball out of his Southeastern Region to Texarkana, TX. This in retaliation for Kimball reporting his regions atrocities against US prisoners to the news media, senators, and on this website. (23). Kimball naturally surmised; that the order for Kimball’s camp transfer, came from the highest BOP officials. Maybe someone at the top found out what was happening to Kimball, showed some compassion, and ordered, what Kimball was entitled to years ago.

OF Course!!!! Little or nothing…. would “ever” have been written or posted on this website by Kimball, about the BOP, had it not been for the brutal retaliation of Kimball instigated by RE Holt which placed Kimball in some of the very worst torture and death camps; where Kimball witnessed the vast majority of BOP atrocities, posted on this website. Just prior ; to Kimball’s “first” retaliatory transfer put forth by RE Holt, Warden Swope, Warden Killian, Captain Evans, Lieutenant Rogers, Lieutenant Lewis and others; Kimball was advised he was being put in for a transfer to a military base camp in Florida by staff. Had the BOP actually transferred Kimball to a base camp; Kimball could never have witnessed and secured evidence about the atrocities, by BOP staff, reflected on this website. (24). Kimball paid ‘dearly” for helping others and exposing BOP atrocities to the press-to concerned senators; and on “this” website When Kimball was sentenced and placed in custody, he was 60 years old, had not been sick in well over ten years; played tennis; had all his teeth, and was in top physical health. (25). After 4 ½ years of retaliation and abuse by the BOP; Kimball lost five teeth, had three life threatening infections, spent over five months in the hole, and survived two murder attempts. That’s not to include the torture Kimball endured in the 4 ½ years of BOP imprisonment. CLC holds the records of each time Kimball was tortured and a day by day accounting of exactly what the BOP employees did to Kimball, and the names of the BOP employees that performed the torture acts. There were well over ten incidents, some of which are posted on this web-site. (26). Back to Kimball’s dieseling by the trio: Kimball now in Oklahoma Holdover Prison, after finding out he was going to a prison camp; then told it may be a very long time to get there; while figuring out what the trio did; placed a call to CLC advising them of what happened. Kimball asked them if they could contact interested parties to see if they could stop the retaliatory dieseling . CLE replied they would get the message out and see what happens. (27). Kimball was contacted; about a week later and advised that: Texarkana Administrator Mulisnic was contacted with a “monitored” telephone call. One of the questions Mulisnic was asked was: Why wasn’t Kimball transferred like other prisoners going to a camp-given a furlough and placed on a Greyhound bus and go directly to his camp designation????? Mulisnics reply simply was: There was an error in his transfer papers; it got by us. What Mr. Mulisnic didn’t say of course was: Myself and a few others decided to deliberately violate the BOP transportation policy; and give him a farewell present from Texarkana, with a little diesel therapy that was promised him by our mailroom personnel; which was witnessed. (28). A few days after Kimball’s arrival at the Oklahoma holdover; a BOP guard approached Kimball that knew about this website Kimball writes for. This officer told Kimball he had some information that belonged on this website. The officer went on to say , that the warden and high officials at Oklahoma holdover, were putting Kimball’s life in danger, to include himself; by refusing to separate the high security prisoners from the low security prisoners. The conversation proceeded as follows: Officer : you can look at this book here and you will see that in this one of many units here, there are well over 100 inmates that are all intermingled with inmates going to penitentiaries, mediums and low security prisons. Some very dangerous, and violent. The inmates in low security prisons are walking around, talking and eating with violent inmates: there isn’t anyway I could protect anyone; I don’t have a weapon. I am as vulnerable as you. In fact you don’t even belong here.

A prison fight Oklahoma a dangerous Holdover Kimball : I know that Officer : Some of these violent criminals have nothing to loose as they are lifers already; and would kill, or seriously injure you, me, or anyone else if they felt like it. Kimball : That’s very bad Officer : The rules are we are “not” to put high security inmates with medium security inmates; or put medium security with low security inmates, and your not supposed to have contact with any of them. The warden here, and other high officials don’t give a dam. Kimball : I will do my best to get this information on the internet, but I don’t know how long it will take, or whether anyone is interested or not. The public believes, everyone in prison belongs there, and are very dangerous. You and I know its not that way at all, for many of us. Officer : I know, I’ve seen it for a long time. Kimball : Although, I’ll eventually get this information on the internet sometime; I believe your best bet, because you are in danger also; is at your next union meeting; bring the subject up. Emphasize the fact; that by the warden and his direct subordinates refusing to adhere to BOP policy; they are endangering you, and all the rest of the officers at this holdover. Your union has the power to stop this dangerous environment. The internet may have some impact, and gets some press, However the internet is not yet big enough to make a quick impact. Additionally Kimball had filed a formal complaint to the warden at Oklahoma Holdover, and reported to CLC; the inhumane treatment of him at Saegorville Prison in Texas. Kimball was visited by two Secret Investigative Service (SIS) employees of the BOP in Oklahoma Prison. Neither one of them was interested in the fact that officers at Saegorville Federal Prison would not let Kimball eat, receive his medication, or allow him to wash, or even brush his teeth. These two elite BOP SIS investigators were only interested in why Kimball wasn’t strip searched, and a cavity inspection; after they had asked Kimball, if he was strip searched before being put in the hole-Kimball had answered no. The warden had 30 days to respond to Kimball’s formal written complaint in writing. Of course he did not: Kimball is sure they shredded his complaint. (30). Kimball was forced to file yet another formal complaint while at Oklahoma due to the fact he was in the middle of a court filing for unlawful imprisonment. Kimball had legal papers sent to him as soon as he arrived at Oklahoma. Kimball needed to use the law library. The law states all prisoners must be allowed the use of a law library. Oklahoma’s bulletin board stated three days notice to use the law library; Kimball had given three days notice in writing “two” times and been refused access to the law library, or for the law library to supply requested law books for Kimball. A total violation of Federal Law and BOP policy. As Kimball never received a response from the warden at Oklahoma. Kimball believes that was shredded also. (31). Kimball spent over two weeks at the Oklahoma Holdover before he was notified he was being transferred to another holdover. Prior to leaving Tallahassee Holdover an “abused” BOP Officer came up and barked at Kimball, spouting! You caused me to do extra paperwork! Warden Justice- aforementioned was courteous to all prisoners and would speak to any prisoner, when addressed. (2).Captain Rosiek was by far the most pleasant captain Kimball has seen in any prison. He was very courteous to prisoners unlike any captain or even most lieutenants Kimball has witnessed in three prisons. He treated prisoners like human beings. While every captain Kimball came across treated prisoners like garbage. Capt. Rosiek’s secretary was outstanding and went out of her way to help the deserving. (Her name is currently unknown) (3). Many of the officer at Texarkana were courteous and respectful of prisoners; and received the same respect from the prisoner.
