Age approximately 40. Prisoner Jackson was tortured, neglected, discriminated upon and retaliated upon by the BOP. Jackson's crime was he was stopped on Government military base driving under the influence and driving without a license. Although Jackson had not been in an accident or hurt anyone ever, the federal judge sentenced Jackson to approximately 8 years in federal prison.

Prisoner Jackson almost from entry into the hands of the BOP has been tortured,neglected, retaliated upon and discriminated upon by the BOP.

Mr. Jackson came into the BOP with symptoms of hypertension, depression, and a growth which had started on his right shoulder. Most every prisoner goes through depression in one form or another when they are taken away from their family and loved ones and then placed in prison. The depression is more prevalent in prisoners with long sentences that are first time offenders.

The Federal Government has allowed federal judges to hand out long and harsh sentences to people such as Jackson for committing non-violent violations of law of which there are no victims. Mr. Jackson and hundreds of thousands of other prisoners have fallen victim to long harsh sentences. These are violations of the 8 th Amendment, that federal judges violate daily. Mr. Jackson was not liked and discriminated upon just after entry into Yazoo Prison in Yazoo, Mississippi. Mr. Jackson prior to entry into the BOP was a licensed hairdresser with family and children.

Immediately after he arrived at Yazoo federal disciplinary prison in Yazoo; Jackson requested a job as a barber. Everyone in Yazoo's barbershop were not licensed barbers. Even though openings existed, Yazoo prison Jackson refused Jackson a job as a barber.

After entry into the BOP in February 2002 and after the BOP took away all the medications Jackson had brought with him, Jackson went to Yazoo medical for diagnosis and treatment for the tumor on his right shoulder, pain in his right arm and an exam. A physician's assistant (PA) examined Mr. Jackson. No alleged doctor at Yazoo even spoke to Jackson.

Mr. Jackson was diagnosed with an enlarged prostate by Yazoo medical. However, Yazoo medical never did a biopsy of either the tumor on Jackson's shoulder or of his enlarged prostate, or did anything for the pain running up his arm.

In March of 2002 prisoner Jackson collapsed for no visible reason. Jackson was unable to speak properly or function properly after his collapse and was and is now confined to a wheelchair.

About a month later prisoner Jackson was sent to an outside hospital to receive a cat scan. People at the hospital advised Jackson there was a spot on his brain.

Mr. Jackson was advised by alleged Dr. Newland at Yazoo medical that Jackson was scheduled to see a neurologist and have a cat scan in March of 03. Dr. Newland is a BOP appointed medical doctor at Yazoo who is not licensed or board certified to practice medicine by any state within the United States. Dr. Newland's nickname amongst the inmates was Dr. Death.

For months the BOP refused to address Jackson's serious medical problems, or offer treatment for Jackson's serious medical problems.

Mr. Jackson filed a number of formal complaints to the BOP all the way to informing the BOPregion, and their central office in Washington, D.C.

Mr. Jackson finally in late 2003 received a MRI scan, however, no professional medical treatment at all. As of Feb. 3, 04 Yazoo medical refuses to tell Mr. Jackson what is wrong with him; what the outside medical tests revealed, or give Mr. Jackson his medical record. In fact as of Feb. 2, 04, Mr. Jackson was informed that Yazoo medical could not find his medical records.

Prisoner Jackson was informed by a professional non-BOP medical specialist that he (Jackson) may have suffered a stroke after being examined by the PA at Yazoo in February 2002.

Aside from Jackson's very serious and life-threatening medical problems he was further discriminated upon receiving inhumane treatment by the BOP.

When Jackson went to his counselor, Mr. Fanning, to secure forms to file both an informal complaint and a formal complaint, Counselor Fanningrefused to provide Jackson the forms so he could file. When Jackson (wheelchair bound) advised Counselor Fanning that he (Fanning) was violating his constitution rights to access to the federal courts and due process; Counselor Fanning replied "That's right, I'm depriving you of your constitutional rights; now get stepping."

Subsequently, prisoner Jackson was placed in the hole, for absolutely no reason on July 19, 03 and released on Aug. 1, 03. Prisoner Jackson was illegally placed in the hole, then illegally placed in a non-handicapped cell that was so small he could not turn his wheelchair around in it; while the BOP violated just about every law and BOP policy in the treatment of Jackson while he was in the hole.

Mr. Jackson's housing unit team which consists of BOP employees, advised Jackson on August 20, 2003 that Lt. Foster had ordered Jackson placed in the hole and subject to such inhumane and torturous treatment. Especially seeing that Jackson was handicapped, wheelchair bound, and in very serious medical condition.

Update: For two years the BOP has refused to professionally diagnose prisoner Jackson and he has dramatically degenerated in his wheelchair.

Finally after two years after his first collapse; on March 5, 04 Yazoo medical sent Mr. Jackson outside the prison to see a professional neurologist to finally received a professional diagnosis. When he arrived at the neurologist's office; when the doctor came in to see Jackson; the neurologist could do nothing for prisoner Jackson. The BOP had forgotten to bring Jackson's medical records including Jackson's cat scan for the neurologist to review. He could do nothing for Jackson without Jackson's medical records. Jackson was then brought back to Yazoo Prison; still without professional diagnosis.

On March 9, 04 Mr. Jackson went over to Yazoo medical per Dr. Chambers' orders. He sat at the medical clinic from approximately 8:00 A.M. to 3:00 P.M. and Dr. Chambers would not see Jackson.

Finally a visiting Physician's Assistant (PA) from a different prison noticed Mr. Jackson sitting in his wheelchair in the medical waiting room all day. PA P. Diambra came up to Jackson and asked if he could help him. Prisoner Jackson told PA Diambra what had happened to him over the past two years.

PA Diambra asked the staff at Yazoo medical to give him Mr. Jackson's medical files. Yazoo medical could not find them. It took Yazoo medical nearly 30 minutes to find Jackson's medical records.

Once Diambra went over Mr. Jackson's medical records; PA Diambra told Jackson the following: "You are in a medical emergency situation and have been. Your brain is shrinking, more than likely caused by internal bleeding within the brain. You have indentations in your spine causing you to become paralyzed. These people are going to let you die. I'm going to do my best, to get you out of here, to a medical center, as soon as possible."

Jackson passed this information on to this writer on 3/11/04.

On 3/29/04 because the BOP had still refused to professionally diagnose or treat prisoner Jackson; Jackson wrote a letter to the Warden at Yazoo in a final attempt to save his life:

From Inmate Scotte E. Jackson, 04568-017, 3/39/04

Dear Warden Peddleford,

I advised you personally about one year ago of my serious degenerating medical condition. You said you would look into my medical situation. As of this date I have not received " any" professional diagnosis, or treatment and am dying. You nor anyone else is even attempting to treat me in any way and " you" are letting me " die".

My medical records reveal I am, and have been in a very serious medical situation for months and I am degenerating.

My medical record reflect I have indentations in my spine which in itself is a medical emergency situation causing serious pain & suffering, confinement to a wheelchair, leading to complete paralysis.

My medical records also reflect my brain is shrinking most likely caused by internal bleeding; an extremely life threatening medical situation.

Most recently a visiting P.A.; P.A. Diambra, advised me I am, and have been, in an emergency medical situation and that "your" institution, Yazoo " is killing me". P.A. Diambra also told me that he believed the shrinking of my brain was due to internal bleeding within my brain. He also stated he would do his very best to get me out of Yazoo to a medical facility where I could receive proper diagnosis and treatment.

Even though you are employed by the BOP, you personally were well advised of my serious medical conditions, and the laws and my constitutional rights that you as a human being and this institution are violating by refusing me professional medical treatment.

As " you personally" are my guardian and have been fully advised that " you" are violating the law and my constitutional rights; I hold " you personally" responsible for everything that happens to me, from this day forth.

This correspondence from me to you was placed in internal mail and witnessed on this date.

Scotte Jackson received no reply from his plea for medical help from Warden Pettiford on 3/29/04. So in a final effort to save his life he sent letters to the BOP Regional Director, R. E. Holt who had already been advised of Jackson's emergency medical condition almost a year before and a letter to the head of the BOP in Washington, D. C. the same day.
