13. Jose Parra, BOP #94642-012
Age approximately 54. Prisoner Parra has served approximately 12 years of an approximately 20-year sentence for the sale of illegal drugs. Mr. Parra was convicted in California. His sentencing judge recommended his placement in a Federal Prison in the California area to be near his family for visits and the BOP complied for a few years. His family and children could afford to visit him while he was in the California area and they did. His family are US citizens.
The BOP two years ago transferred Mr. Parra 1,500 miles to Yazoo, Mississippi away from his family for no reason whatsoever. Parra has completed at least 10 BOP academic courses and was a good prisoner.
The BOP refuses to transfer Mr. Parra back to the California area to be able to see his family and be released where his family lives. Mr. Parra has never had a visit, nor can his family afford to visit him, since he was transferred to Yazoo, Mississippi in early 2002.
On or about August 1, 03 prisoner Parra developed serious debilitating pain in his left back area and blood in his urine. BOP medical at Yazoo essentially did nothing.
Yazoo medical is operated by an unlicensed alleged Dr. Chambers and headed up by Health Services Administrator Barbara Sullivan.
For Yazoo medical to do nothing for Parra was inhumane; obviously Parra had kidney problems or stones.
Parra gone untreated eventually collapsed from the constant excruciating pain he was constantly in for three days. Parra was taken to an area hospital. The doctor at the hospital advised Parra he had a least one 4.5mm kidney stone. The hospital proceeded to disintegrate the stone.
Parra was released from the hospital 3 days later, however, no one at the hospital, or Yazoo medical advised Parra if they got all Parra's stones, or that his kidneys were functioning properly.
Parra had two more emergencies in the next two months after having his operation. There was blood still in his urine and the severe excruciating pain continued. Parra's blood pressure went as high as 196 over 130 yet Yazoo medical would not send Parra back out to the hospital again.
It was obvious that the hospital did not get all of Parra's kidney stones. Yazoo medical told Parra they did not know what was wrong with him, if anyone could believe that; even, though it was obvious. Parra at over 50 years of age could have died from constant; extremely high blood pressure. However, Parra did not, even though he was nearly tortured to death by the BOP.
Parra was in horrible pain and bleeding for over 2 months after his only visit to the hospital. Parra has had "on" and "off" serious pain and blood in his urine going on 6 months and currently has the same as of Feb. 4, 04. Yazoo medical still refuses to send Parra back out to the hospital to see if all of the stones were disintegrated, or additional ones are remaining; or if one of his kidneys failed during his torturous treatment by the BOP which is still continuing.
